    "content": "Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this debate on the Supplementary Budget. From the very outset, I want to say that I support the Supplementary Budget for the obvious reason that Kenyans from all walks of life are finding it very difficult, especially the IDPs who are still in the camps and are contracting waterborne diseases just because of the inability of the Government to settle these people. So, that it is not going to be an excuse, we are committed to supporting the Government. However, Mr. Speaker, Sir, as we support this Supplementary Budget, I want the Minister to take into account that the youth of this country form more than 70 per cent of the population and the Government must start taking matters of the youth seriously. I want to commend the Government for initiating the Kazi kwa Vijana Initiative. But, sadly, the way the project is being managed is clearly going to fail, if the funds are not going to be checked. Mr. Speaker, Sir, why I say this - and I want the Minister to listen to me - is because in this Supplementary Budget, you are asking for Kshs49 million for the Kazikwa Vijana project to go to hospitality. Why would Kshs49 million go to hospitality whereas it is supposed to be put in the funds that are going to be paid to the young people of this country as they develop the country?"
