    "content": "I just want to add a comment on what was discussed here earlier. This is about the co-ordination and management of the funds when they are disbursed to grassroots level. I think there is a lot of misuse and wastage. If you take a department like roads, the money goes to the roads department, but by the end of the day, you never see what work has been done. Money is being released this time when there is a lot of rain in some of the areas. They take a grader and do work quickly. Before a day is over, it rains. We need a lot of planning when it comes to this expenditure of the money that we are voting."
