Temporary Speaker, some of the issues that Members have raised include the failure by this Report to include fiscal discipline as a parameter for consideration of revenue sharing among the counties. I agree with those Members who are saying that this is a very important parameter that should have been used. However, the argument that was advanced by the Senate when they appeared before us to defend this Report is that some governors are not financially disciplined.
