Members, on the question of whether the Constitution as read with the National Accord and Reconciliation Act provides for who shall be the Leader of Government Business in this House, I shall be brief. As I have said, the Leader of Government Business is defined only by this House through the Standing Orders. You will recall that when, as recently as 10th December, 2008, just four months ago, the House considered the question of who should be the Leader of Government Business, the House made its decision quite clear."
