    "content": "Germany, which has useful lessons about coalition governments, the “Council of Elders” or the Bundestag, which is the equivalent of our HBC, is under Rule 6(1) of their Rules of Procedure convened by the equivalent of our Speaker. Similarly, in India and New Zealand, both commonwealth countries, the HBC Standing Order No.76 and the Business Advisory Committee (BAC) Standing Order No.287 respectively, which are the equivalents of our HBC, are chaired by the Speaker. Closer home in Uganda, Rule 128 of the Rules of Procedure of Parliament, provides that the Speaker shall be the chairperson of the HBC and shall preside over sittings of the Committee and in his or her absence, the Deputy Speaker shall preside."
