However, we cannot make a decision on having a Leader of Government Business. Section 17 of the Constitution is very clear that the Cabinet is collectively responsible to this National Assembly. There is a sitting Cabinet which would have assisted before you even made this ruling. They would have sat together as a Cabinet and made a decision on who should be the Leader of Government of Business."
