    "content": "and not later than the 15th of every month, send the money to the county assembly fund for the purpose of county assembly accountability. If we pass this Bill, our county assemblies will be able to improve their oversight, representation, budget, and legislative roles. Therefore, I request that this House pass this Bill, making our county assemblies more independent. We are saying that even if the money is not used for one reason or another, that money shall remain in the county assembly fund for the purpose of which they have been budgeted. Hon. Temporary Speaker, I support and I ask Members to support."
