In as much as we want to discourage illicit alcohol manufacturing in the country, introducing flow metres might force some people out of their legal businesses, which have been making the right quantity and quality of alcohol. The Ksh25 million is a big investment. How will we ensure that we do not force people out of business? Secondly, I am worried that we are giving the Commissioner of Income Tax a lot of powers. If those powers are not checked, they will be misused."
