    "content": "Mr. Speaker, Sir, in my view, the issue is very simple. With regard to who is the Leader of Government Business, this is an issue I have raised in this House. It is an issue that has been determined in a Considered Ruling by the Deputy Speaker. The Leader of Government Business is such person as the Government nominates. So, to that extent, Mr. M. Kilonzo is right. The question is: Has the Government informed you who is the Leader of Government Business? If you have been informed by the Government that the Leader of Government Business in the House is the Prime Minister, then it must be the Prime Minister. If you have been informed by the Government that the Leader of Government Business is the Vice-President and Minister for Home Affairs, then it must be the Vice-President and Minister for Home Affairs."
