    "content": "Mr. Speaker, Sir, in a situation where you have two letters from the same Government, then you must go beyond the communication that you received. Who is the “Government?” This is not the Government in the ordinary sense. This is a special Grand Coalition Government that was formed in very special circumstances for a very limited period of five years. During those five years, the normal rules of procedure that govern House business and the Constitution of Kenya stand to give way the agreements that created this Grand Coalition. In this Grand Coalition, the only party that is not in Government is the one headed by Mr. Cyrus Jirongo. All the other hon. Members from the two sides of the House constituted this Grand Coalition."
