    "content": "Therefore, when you are determining who is the “Government”, because there is no definition of the “Government” in any of the statutes that you have been referred to, although there has been a definition of the “President”--- Let us not beat about the bush about the executive authority or the Executive. We are talking about the Legislative arm of Government. So, Mr. M. Kilonzo is absolutely right, but we are not talking about the Executive arm of Government. We are talking about the Legislative arm of Government. The Legislative arm of Government is Parliament. A Committee of Parliament is a Committee of Parliament. The leadership of that Committee cannot be determined from State House. It must be a leader of this House, who enjoys the confidence of the House, and not one who is imposed from outside the House."
