    "content": " Thank you, Hon. Temporary Chairman. This is a very pertinent issue raised by Members. When dealing with ring-fenced expenditure for clearly defined items such as digitisation or our international obligations, these are costs that can be quantified. As such, there should be no need for ring-fencing. The KRA should simply appear before the Budget and Appropriation Committee, state the amount they require, and have it appropriated by this House in the normal manner."
