    "content": " Hon. Chairlady, I beg to move that the New Clause 7A be now read a Second Time. The New Clause 17A provides for the duration of tenure for the position of the Director- General for the National Council for Population and Development requiring them as per the Mwongozo Code of Governance for State Corporations, to be eligible for only one further term. They will be appointed for a period of four years, but only eligible for only one further term. This is to avoid an issue where some officers stay as heads of institutions almost in perpetuity. I beg to move."
