    "content": " Hon. Temporary Chairman, the thing that perturbs me is that we keep on referring to Mwongozo guidelines. Mwongozo guidelines is not an Act of Parliament, it is a creation and policy document by the ministries or State corporations. There is a lot of contradiction and inconsistencies in as far as State corporations are concerned. It worries me that every time we legislate, we either quote Mwongozo guidelines, while in other areas we are not quoting the same. The reason as to why we are not quoting Mwongozo in some areas is because it has no basis in law. Therefore, it always beats us off balance, because we quote a document or policy that is not anchored anywhere in the statutes."
