Temporary Chairman, I beg to move: THAT, Clause 2 of the Bill be amended by deleting the definition “population” and substituting therefor the following new definition— “population” means the total number of persons inhabiting within the border of a country, region, or in a defined geographic area; Clause 2 defines population to mean the total number of persons inhabiting in a defined geographical area. We are changing that to bring more clarity to the meaning of population to mean the total number of persons inhabiting within the border of a country, region, or in a defined geographical area. I beg to move, Hon. Temporary Chairman."
