The Chairperson of the Departmental Committee on Justice and Legal Affairs presented a report on the public participation on the Constitution of Kenya (Amendment) Bill on the National Government Constituencies Development Fund (NG-CDF). After the First Reading of the Bill, we had to wait for the mandatory period as prescribed to elapse. By my count, that period elapsed about three days ago. By law, we should be clear to move to the Second and Third Reading stages so that we can fully handle the amendment to the Constitution to entrench the NG-CDF in the Constitution.
