    "content": " Thank you, Mr. Speaker, Sir. I want to start by saying that the matter that is before us is very weighty, and we have built upon a foundation. That foundation was called national unity or the Grand Coalition. As a House, we cannot build upon any other foundation. This Government was formed on the basis of an understanding that there will be constant consultation between the two Principals. We cannot continue building on any other foundation but that which has already been agreed upon."
