    "content": "Mr. Speaker, Sir, I rise to second the Motion of Adjournment. I have heard the sentiments of the hon. Members who have spoken. It is very easy to wish away this problem and suggest that it is a problem of the Executive. However, I intend to agree with Prof. Anyang’-Nyong’o; that it is important that we do things in the right way. It is critical that these things be ruled on because even though we say they belong to the Executive, they rightly belong to this House. This is because it is the Committee that determines the business that would be transacted in this august House, whose primary purpose is to transact Government Business."
