There has been a fundamental issue that has been raised by the counsel for the Governor; that the County Assembly of Isiolo did not sit. They have gone ahead to give us reasons why they believe that the County Assembly did not sit. In your rebuttal, I have not heard an attempt to prove to this House that the County Assembly of Isiolo actually sat because that is an extremely fundamental issue. The counsel for the Governor has gone ahead to say that then if there was no sitting of the county assembly, then there is no Motion before this House. That is an extremely fundamental issue that we must get to understand, especially from the County Assembly, whether, indeed, there was a sitting of the on this particular matter or not."
