    "content": "My suggestion is that the preliminary objections be dismissed and that the Governor has an opportunity to ventilate those issues as in his evidence in opposition to the Motion, and that this House then makes a determination on those issues once it has had the benefit of hearing testimony from both sides and both sides have had an opportunity to test that testimony. I am much obliged."
