I have been consulting with the Leader of Government Business and he has told me that he consulted with the Whips. It does, therefore, appear that, perhaps, our Whips are not consulting the parties below them. That is because we have a Chief Whip from the ODM side and a Chief Whip from the PNU side. I want to urge them to go down to the levels---"
