The national grid has ended in Garbatulla. It reached Garissa and its environs. The Government is telling us that it has plans to consult the Ethiopian Energy Generation Company. That answer was also given in 2012. Has it taken them 13 years to consult with the Ethiopian Energy Generation Company? Has it taken 13 years for the Ministry of Energy to even devise an implementable and cost-effective energy plan for Northern Kenya?"
