    "content": "The definition of a relative and a family member in the African context is so wide unless you have nothing else to do that when you wake up every day, the only thing you have to do is to find out from all your relatives who has received a gift and who has not received. We even make the determination that I have knowledge of receipt of those gifts. This is one recommendation that I am actually almost - and I do not want to cast aspersions on my colleagues in the Committee on Justice, Legal Affairs and Human Rights - to imagine that this thing can pass the way it is.
