    "content": " On a point of order Mr. Speaker, Sir. In accordance with Standing Order No.158 it is very clear that the House Business Committee (HBC) cannot be constituted unless the political parties submit the names of the persons to serve in that Committee. Mr. Speaker, Sir, if there is disagreement over this matter, and you have pointed out correctly that if this Motion is voted one way or the other, we do not have the benefit of transacting business in this House for the next six months, I want to plead with the hon. Vice-President and Minister for Home Affairs that there has not been sufficient consultation on this matter. We should adjourn the proceedings of this House so that we can conclude consultations on this matter and come to the Floor of this House with a list that will enjoy the confidence of the whole House so that we can proceed with transacting the very urgent business that the people of Kenya expect of this House. I think it is critical and important. Mr. Speaker, Sir, I am saying this as the deputy party leader of the ODM! That is the position of ODM! We should consult further on this matter and come to this House with a list that enjoys the confidence of this House."
