Speaker and Hon Members, these constraints are interlinked, and addressing them effectively requires strategic planning, fiscal discipline and a commitment to long-term sustainability. In this regard, this Budget will continue to implement a fiscal consolidation plan designed towards slowing down the growth of public debt while protecting service delivery to citizens. Given the limited resources, we have made tough choices by curtailing funding to lower-priority areas. This has allowed us to re-direct our scarce resources towards the Bottom- Up Economic Transformation Agenda (BETA) core pillars and enablers, accelerating outcomes for citizens, while maintaining pro-poor spending in health, education and vulnerable groups."
