    "content": "Mr. Speaker, Sir, this is a request for a Statement as requested by Sen. (Prof.) Tom Ojienda, SC, and approved by yourself. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Finance and Budget on a matter of national concern namely, the role of technology in enhancing transparency and accountability in public procurement across the national and county governments. In the Statement, the Committee should address the following- (1) Extent of implementation and operationalisation effectiveness of e- procurement systems within Government entities. (2) Impact of these systems in addressing procurement irregularities, delays and incidents of corruption. (3) Measures in place to address challenges such as digital literacy gaps, infrastructural limitations and resistance to the adoption of the e-procurement technology. (4) Existence and effectiveness of public participation and oversight mechanisms integrated into e-procurement platforms. (5) Plans in place to further leverage technology to enhance procurement integrity, transparency and overall efficiency."
