    "content": " Hon. Speaker, the Ministry requests for funds at least three weeks before schools open. There is also the existence of any planned review to the amount of capitation funds allocated per child in light of the current harsh economic conditions. The Committee and the entire House is aware of this. There is a need to review the current allocations as economic conditions have changed. In conclusion, the Ministry urges the Committee to support it in ensuring that the budget allocation is adequate as per the approved rates of capitation. Thank you, Hon. Speaker.
