    "content": "Secondly, is the issue of NEMIS. A school in my constituency has 1,000 students but the Ministry sends money for only 500 students. When you ask why capitation has not been provided for the other students, the Ministry says that the students do not have birth certificates. I previously raised the same matter in the Chamber and the then Cabinet Secretary said that birth certificates would not be required for registration. Students who do not have birth certificates by virtue of the fact that they were not provided are denied an opportunity to access education and are sent home. They are asked to bring money just because they do not have birth certificates."
