    "content": "The second serious area of concern in this Bill is the proposed establishment of a commission to manage the Political Parties Fund. They are proposing that we create a commission of five persons who will serve on the same terms as members of other independent commissions, to manage the Political Parties Fund. I know it is a large sum of money, as I have given the breakdown. But let us look at what is happening in other sectors.
