    "content": "Ten million Kenyans are on the verge of starvation, and I am hoping that at this particular time, we will all go and look at our Constituencies Development Fund (CDF) budgets, and see how best we can start changing our areas, so that we can have food security in our areas. I believe that one way is by hon. Members working through their Constituency Development Committees (CDCs) to make sure that a certain percentage of money is allocated towards irrigation and construction of dams. This is something which is doable, and it is possible for us to do that as elected hon. Members."
