"content": "Mr. Temporary Deputy Speaker, Sir, the Ministry of Livestock Development and by extension, the one the Government created called the Ministry of State for Development of Northern Kenya and other Arid Lands are just shells. There are no resources allocated, no staffing, no money, nothing! They are just there. Even under the Ministry of Livestock Development which is more established, the Head of the Veterinary Department in my district gets less money than the person in agriculture, yet it is more relevant for us."
