When I rose on a point of order, earlier, I enumerated three cases where the same Assistant Minister stood here to give confirmation on matters where employees will be paid and yet he has not managed to do that. You can see now that he has refused to give an undertaking. In view of this, would I be in order to ask you to give a direction that the substantive Minister must appear before this House and give an undertaking because the Assistant Minister is used to taking this House for a ride?"
