    "content": "Mr. Deputy Speaker, Sir, the other issue that we have had is that a number of individuals were not qualified, or suitably qualified. The PSC clearly looked at the law when we were looking at these individuals, and on the final analysis of all the individuals, the independent consultant confirmed that these individuals were, indeed, qualified. The PSC was lucky to have a number of eminent lawyers and members of other professions when we were looking at these things. We also had in attendance a very high number of individual Members of Parliament. The fact that each individual on that list met the legal requirement is something that the Parliamentary Select Committee (PSC) agreed on. With respect to Mr. Nyaundi, the PSC debated whether the fact that he was serving in the Media Council was, indeed, a bar to the qualifications. Earlier on, the PSC had taken a very high bar as to who a public officer is. The bar we took is the definition as stipulated in the Public Officer Ethics Act, which is the widest possible bar."
