However, my fear is that it is subject to Article 114 of the Constitution which says that, for such an amendment to be moved, it must have prior approval and the Report of the Budget and Appropriations Committee which must get the approval of the Cabinet Secretary in charge of the National Treasury. It may be well meaning, but we need your guidance on whether it can proceed in the manner proposed."
