    "content": " Hon. Chairlady, the ASAL and the Regional Development authorities are two different things. If I may give my background, I was once a Managing Director of two regional development authorities and I know that the two are completely different. We should separate the regional development authorities and the ASALs. We should allow the ASALs to have their own accord. During President Kibaki’s time, the regional development authorities were the best coordination points for development of the country. As it is now, there is some money that has been set aside. I want us to agree so that we can separate the two. Regional development authority is a different thing all together from the ASAL integration. They should be separated so that we can move forward. regional development authorities are very important for development."
