    "content": "Lastly, the total capitation for schools is Ksh100 billion. We reduced the amount by Ksh5 billion because the money is not sent to schools at once, but in three cycles. The first cycle will have enough money. For the second cycle, the money will be appropriated by this House and, therefore, there will be no problem. No programme will be affected in that sector.
