I saw a number of health centres in the Second Schedule that seem to be set up for construction. I want to know from either the Chairperson of the Budget and Appropriations Committee or the Chairperson of the Departmental Committee on Health if part of this money is being used to carry out functions that are clearly devolved to the counties in the Fourth Schedule."
