Since the payment will be done on the 28th of this month, there is nothing we can do because the promissory notes that were signed on behalf of the Government by the Permanent Secretary and the Minister, they cheated us. Mr. Kimunya told this House in the last Parliament that those promissory notes had been cancelled and that they were safely locked up in a safe at the Treasury."
