    "content": "The ACP countries and the EU agreed through the Cotonou Partnership Agreement, signed on 23rd June, 2000, in the City of Cotonou, Benin, to negotiate a new trade regime in the form of EPAs which were to be concluded by 31st December, 2007. I am endeavouring to take through hon. Members these litany of issues so that I can bring them up to speed because this has been a grey area for hon. Members and the civil society."
