"content": "In order to be able to negotiate EPAs, ACP countries and the EU sought WTO waiver to enable them to continue trading in non-reciprocal trade preference regime from the 4th WTO Ministerial Conference which was held in Doha, Qatar, in November 2001. A seven year WTO waiver was granted, which was to expire on 31st December, 2007. The negotiations for EPAs were launched in 2002 at all ACP level and later regional level in six regions; Caribbean, ECOWAS, SADC and ESA. The Government initialled the agreement- and this is what is contentious - establishing a framework for EPA between the EAC and the European Commission (EC) on 27th November, 2007, in Kampala, Uganda."
