    "content": "As I had earlier indicated, currently, where vacancies in various levels in most of the Ministries arise, especially in this particular cadre, they ask for authority from the Ministry to recruit, without necessarily specifying where those vacancies have arisen. Once we adopt this particular policy, we will require Ministries to state if, for example, there are 6 or 100 positions for clerical jobs, to specify where these vacancies are. They should specify in which area, district or province these vacancies are, so that we give priority on the basis of where those vacancies have arisen and recruitment should take place at the district level."
