    "content": "Now, due to this insecurity, we have been unable to attract and retain good teachers in our district. For many years, we had dubious situations of having the lowest grades in the country, when it came to primary school and O-Level results. So, this issue of introducing affirmative action is long overdue because we have been marginalised for a long time. As a way of helping us, just as we are now asking that we lower the standards, the standards for hiring teachers were also lowered. This is because nobody wanted to come from other areas and go and live in our bandit-prone area and, we had to employ our own people. So, even our own people who had D+ were being accepted in teacher training colleges. This is a vicious cycle. How can a teacher who has a D+ produce an A? He does not know how an A is obtained. So, we perpetuated the failure of our students. Very few fortunate ones managed to get good results and break out of that vicious cycle."
