    "content": "Madam Temporary Deputy Speaker, as far as physical facilities are concerned, resource allocation was very skewed and favoured only the bigger communities. We were told \" siasa nzuri,maisha mazuri na siasa mbaya, maisha mabaya! \" We tried siasa nzuri but it is only when the Constituencies Development Fund (CDF) came, that we have been able to build secondary schools. There is a day secondary school in every location. In a place where we have 30 primary schools and only one secondary school, it is disastrous but thank God for the CDF. We are building secondary schools and we hope to raise the level of education in our areas. After a while, maybe, we can do away with affirmative action but for now, it is very necessary that our people are absorbed into the Civil Service through this route which is being proposed by Mr. Affey."
