    "content": "Mr. Temporary Deputy Speaker, Sir, the Committee was guided by the law that constitutes State corporations and also Legal Notice No.78 that constituted the Moi Teaching and Referral Hospital. We took evidence from the various institutions that I have mentioned, starting with hon. Koech and the Chair of the Board. The Committee, on taking evidence from the Chair of Moi Teaching and Referral Hospital, was able to realize that there was – and I want to mention this clearly – a flaw. The legal notice creating Moi Teaching and Referral Hospital was flawed. The process of appointment of the CEO was flawed from the outset."
