"content": "In the year 2003, my Ministry, through Gazette Notice No.197 of 2003, introduced the Open Tender System (OTS) for the importation of petroleum crude oil and refined fuels to ensure competition in the domestic market. Through that process, they required monthly quantities of both crude oil and refined products for domestic use that were imported by bidders who offered the lowest prices. The imported crude oil is processed at the Kenya Petroleum Refinery Ltd (KPRL) at a fee, which has maintained no change for close to ten years, since 1996. That was despite the huge operating costs and investments made in the refinery."
