    "content": "We should replicate in our internal waters a convention that is similar to this one. We can even propose amendments to the Fisheries Act to bring something of this sort. The only reason why the Act is limiting is because it talks only to Kenya. If we provide a treaty, it will actually deal with our neighbours as well and so, I encourage the Committee to look at that."
