Although the proposed function is advisory in nature, it is nonetheless an unnecessary intrusion in the mandate of the Executive which should have the powers to determine its own organizational structure independent of Parliament. For the foregoing reasons, I propose that the Bill be amended in Clause 4(2) by deleting Sub-paragraph (e)."
