"content": "this is not reliable all the time. We have allocated Ksh15 billion to support irrigation programmes across the country. We would like various parts of the country to engage in small time irrigation projects that can continue to help the economy even when we are suffering from lack of rainfall. In the area of industry, the County Aggregation Industrial Parks (CAIPS) which is a partnership between the national Government and the counties is a critical programme that is intended to help regions harness and develop products that they produce. In this Budget, we have continued to allocate more resources towards this programme; Ksh4.6 billion is allocated towards that so that those projects in the counties can be concluded for our people to benefit."
