"content": "We have had many presidents and regimes making a name. His Excellency Mwai Kibaki made a name through education and Small and Medium Enterprises (SMEs). His Excellency Uhuru Kenyatta has obviously made a name for himself in the nation's infrastructure, particularly in the railway and road systems, including the famous Expressway. This regime can establish a reputation by ensuring that everyone has access to water, either for irrigation or drinking. That is just my advice. I take note of the Ksh 2 billion that the Coffee Cherry Fund has been allocated. There is a pending issue regarding the waiver of coffee factory debts, which was promised several years ago. I heard the Leader of the Majority Party take credit for the good prices of coffee this year. Yes, it is true that we have had good coffee prices. However, the Government can make an impact not by taking credit for good prices but by ensuring the longevity of the good prices. This can be achieved by ensuring that factories are debt-free, as is currently happening in the sugar sector. A lot of money is being used for empowerment. I have seen leaders led by the Deputy President moving around doing empowerment programmes. I keenly checked whether there is an allocation in the Budget for that programme. To my shock, I have not seen any. I only saw Ksh4 billion allocated to the Ministry of Youth Affairs, Creative Economy, and Sports. This is not enough to cater for empowerment in addition to wages.
