    "content": "The Committee, having deliberated and conducted public participation, in line with the Constitution, the Treaty Making and Ratification Act and our Standing Orders recommends that: 1. Pursuant to Articles 10(1), 70 and 71 of the Constitution, the Republic of Kenya declares that the Agreement shall not apply to the utilisation of marine genetic resources and DSI collected or generated before the Agreement comes into force in Kenya. 2. The Agreement shall not undermine existing international treaties, agreements or frameworks which Kenya is a party, including but not limited to the United Nations Convention on the Law of the Sea and the Indian Ocean Tuna Commission. 3. The Ministry of Mining, the Blue Economy and Maritime Affairs, and other relevant ministries and state agencies submit quarterly updates to the Committee on: (a) The implementation of the Agreement. (b) Financial and non-financial benefits, (c) Capacity building activities derived from the Agreement."
